Govt have clarified vide circular No.35/2021/Fin Dated 15/04/2021, the frozen DA/DR w.e.f 01/01/2020 and 01/07/2020 for all Employees and Pensioners (UGC/AICTE /Medical Education) who are drawing ugc scale will be granted DA/DR only on restoration of the same by Government of India. Grade I Officers include those who draw an actual basic pay of 70000 and above, Heads of Departments, Private Secretaries to Ministers, and All India Service Officers irrespective of the pay drawn by them. With this, four instalments of the dearness allowance became arrears. The government should continue to monitor the CPI data and revise the DA rates accordingly so that the employees can lead comfortable life.
